Constantine the Philosopher University in Nitra and Matej Bel University in Banská Bystrica are integrating selected processes for ensuring the quality of higher education as one of the goals of the project to create a joint consortium. The internal quality system of both universities has its specifics, reflecting their own policies, structures, and processes. These are based on the Standards for the Internal Quality Assurance System of the Slovak Accreditation Agency for Higher Education.
Within the scope of the activity, the universities analyzed their own policies forming the internal quality assurance system to identify differences determining the creation and approval processes of study programs, with the aim of establishing policy overlaps important for defining the creation and approval of joint study programs within their quality structures. The Differential Analysis of the Internal Quality Assurance Systems of UMB and UKF according to SAAVŠ Accreditation Standards was prepared.
Based on the identified differences and overlaps, the internal regulations of the internal quality assurance systems of both universities were updated, and the internal quality systems were aligned with the changes in SAAVŠ standards, particularly in the area of creation, approval, and evaluation of joint study programs.
At UKF, the following were approved:
- Addendum 21/2025 to Directive 27/2021 Assessment of Study Programs and Assessment of Eligibility for Habilitation and Inauguration Proceedings at UKF
- Addendum 17/2025 to Directive 31/2021 Methodology for the Creation of Study Programs at UKF
The identified differences between the universities’ internal systems were harmonized and aligned by jointly defining procedures. The universities defined common procedures, particularly for:
- assessment of joint study programs,
- approval of joint study programs,
- periodic evaluation of joint study programs,
- periodic approval of joint study programs,
- cancellation of joint study programs,
- joint meetings of quality councils,
- integrated councils for joint study programs.
The common procedures were formalized through the document Principles and Guidelines for the Harmonization of Internal Quality Systems of the University Consortium.
Identified differences between the universities’ internal systems in the areas of student-oriented learning, teaching and assessment, admission procedures, study progress, recognition of education, and awarding of academic titles were harmonized and aligned in the template document AGREEMENT on the conditions of cooperation in ensuring a joint higher education study program, which is further specified for each joint study program within the consortium and is an integral part of the accreditation file for each joint study program.
As part of the activity, the implementers communicated issues related to the accreditation of joint study programs at the ministry level, resulting in the creation of an informational brochure on the accreditation of joint study programs and their registration in the Register of Study Programs.
